    A good website translation should entail
    a) text extraction and analysis.
    this is not always easy as code is extracted (php, code from CMS, etc). It should be done automatically using a tool.
    b) capability of dealing with each page individually or uniting all the text in a single file for the translator to handle the data in a friendly format (xliff or similar)
    c) possibility to refer to the original
    d) review the web before the website is published
